Do you run ads to primarily English speaking customers? The standards most marketers use are the United States, Canada, The United Kingdom and Australia BUT there are several other countries that speak primarily English that you can target.

Facebook Region Audiences

You will want to ensure that the language is still set to English on your targeting. 

How to Upload These Locations to Facebook in Bulk

Lucky for you, you can simply copy and paste the list above and add them directly into Facebook. 

Click on "Add Locations in Bulk," and then paste the countries listed above. If you copied correctly they will all match perfectly and you can add them with 2 clicks.
